What are PSPOs?
PSPOs are within the Anti-Social Behaviour Crime and Policing Act 2014 and can be used to protect the public from behaviour that is having, or is likely to have, a detrimental effect on the quality of life of those in the locality and is persistent and unreasonable (or likely to be).
What is the PSPO to deter car cruising in South Staffordshire?
This PSPO is designed to address anti-social behaviour to meet the local need to reduce vehicle nuisance. It outlines prohibitions or requirements to be made in response to complaints from a range of sources including the public, businesses, Parish Councils and local Councillors.
The prohibitions within this PSPO include:
Car cruising which includes any vehicle involved in high speeds, revving of engines, cruising, causing a vehicle nuisance or causing alarm and distress to the local community.
Gathering of spectators which includes areas where people gather to support, watch or follow any type of vehicle activity causing a nuisance to the local community.
The PSPO which was served by South Staffordshire Council on January 8th, 2025 is in place for up to 3 years. Enforcement is immediate.

The breach of the prohibitions outlined within this PSPO is a criminal offence and offenders are liable to a Fixed Penalty Notice of £100.
If unpaid or if the driver is caught in the location again, then the offender is liable to be prosecuted through the Magistrates court with a fine of up to £1,000.

In conjunction with the PSPO is Section 59 of the Police Reform Act 2002. This provides Staffordshire Police with the power to seize vehicles.
